Governor John Lynch takes a look back at his first year in office -- and looks ahead to the next election --

Hello. I'm Beth Carroll. Welcome to New Hampshire Outlook.
John Lynch was elected govenor of New Hampshire a year ago, defeating incumbent Republican Craig Benson.
As he looks ahead to his 2nd year in office, Gov. Lynch can point to many issues that seemed to go his way.
The Portsmouth naval shipyard was saved, the budget was balanced despite an initial deficit, and he even won points on EZ Pass by ensuring NH motorists got cut-rate transponders.
But some Republican leaders say the governor has gotten a free-ride by letting the legislature do the work.
Outlook's Richard Ager spent a day with the governor and brings us this look at the first half of the Lynch administration's term, and the prospects leading to the next election.

Q DANTE: So, How has Mr Lynch done?
Q ANDY: His POLL Numbers have been pretty high. 61% Approval rating back in July
Your IMPRESSIONS?
** Lynch's Quiet business-like approach differs from that of Craig Benson -- who called himself a
risk-taker and LOOSE canon.
Q DANTE: How a politican HANDLES a DISASTER -- can make or break a candidate.
When the FLOODS came -- The GOV was out of the country on a trade mission --but, within hours -- was back on home turf to SHEPHARD relief efforts. He was a FIXTURE on the scene. Was this a HOMERUN for him???/
Q ANDY: Sen Gatsas was ACTING Governor when floods struck -- handed back the reins when governor
returned. This was the FIRST time the New Senate President had worked side-by-side with Governor.
Both men had HIGH praise for each other. A good OMEN -- as we countdown to the next Legislative session???
** Will he be able to put POLITICS aside.?
Q DANTE/ANDY: Education FUNDING: a major ISSUE for voters in the UNH poll back in July
The Governor campaigned on eliminating the state-wide PROPERT Tax. Didn't happen.
Lynch was not able to MUSTER the needed support.
HOW -- big a NEGATIVE is that??
** Sen Gatsas -- telling me we Won't be seeing an END to the property tax.
Q DANTE/ANDY: He was able to REFORM SB-110, bringing down insurance costs for small businesses.
This was a Campaign Promise DELIVERED?
Q DANTE/ANDY: Gov Lynch even managed to BALANCE the budget
Does he WIN POINTS for that?
Q EXPANDED GAMBLING: Likely to surface again. But, without the DEFICIT -- even supporters like Sen Gatsas are lukewarm to the idea.
Is it CLEAR when John Lynch stands on that issue??
Q CHILD PROTECTION ACT: Governor is in FRONT of this issue.campaigning across state. Seems to be an issue you can't LOSE on. Few would argue against protecting children against sexual predators.
Q E-Z PASS. A big HIT with motorists -- almost as popular as CASH at tollbooths.
Although -- its been a MONEY losing proposition for the state.
Is this a WIN for Governor Lynch.
Q We've got the state's PARENTAL NOTIFICATION law going before Supreme Court November 30th --
He's against it. His Attorney General Kelly Ayotte will be ARGUING for it --
Is this a NON-ISSUE in a re-election campaign????
Q Mr Lynch has had some difficulty in filling a vacancy on the Public Utilities Commission.
Chris Houpis got LUKEWARM reception. He's nominating Clifton Below to the post
Q RE-ELECTION: Hillary Clinton the special guest at a John Lynch FUNDRAISER in Boston.
Given her popularity with the party -- the ASSOCIATION can't HURT.
** It's been said that LYNCH is NOT the campaigner that Jeanne Shaheen was.
Pundits say Lynch is in OFFICE because he was the ANTI- CRAIG BENSON candidate
That yes he's POPULAR -- but don't get a sense of a lot of passion around Lynch
is that a FAIR assessment???
Q Election is year away -- Where is Governor Lynch VULNERABLE?
Q Former Senator and one-time Gubernatorial candidate BRUCE KEOUGH -- has already set up a
PAC as he did in 2002 to raise early STAKE money.
The LIKELY contender.
Q What does John Lynch need to do -- between NOW & Then --to keep candidates like KEOUGH at bay?
